Customize Annotation Controls

Hello,

I am using Annotation 3.0 which works fine but i need to do a bit customization to its conrols individually.

For Example:

There is a document with 4 different annotations to it and i want to show some annotations of this document to user1 and some annotations to user2. same way i also want to manage the comments section like managing which user can see the comments on a document and which user cannot.

Can we do this type of customization with version 3.0?
