DOC to PDF conversion .NET layout issue

Hi. There is a problem with a conversion of an old DOC file to PDF. No errors are observed except of messed up document layout.
Test DOC: test_doc.7z (9.5 KB)
Result: doc_layout.png (28.5 KB)

The same problem can be seen while using online convertor Online DOC to PDF Converter | Free GroupDocs Apps

Ubuntu 20, .NET 5, GroupDocs.Conversion 21.8.0
