Getting watermark on the converted document when FIPS enabled in .NET

We have a customer getting the licensing watermark converting docx files but only when they have FIPS enabled. We have verified that this happens on our own machines.

The call to SetLicense(stream) does not throw an exception when this happens.

If we add <enforceFIPSPolicy enabled = “false” /> to the .config file for our host application, everything renders fine and without the watermark.

Our license doesn’t expire until October 2019.
