PDF to JPEG conversion quality issue in .NET

Hi,
I’d like to report an issue with property ImageSaveOptions.JpegQuality when converting .pdf to .jpeg.
It does not seem to work. It looks like I always get image of the same file size.

Example:
ImageSaveOptions.JpegQuality = 70;

Example project with required documents is attached. (I removed GroupDocs.Conversion.dll)

Component is for .NET v18.11
