As suggested seen in this thread , preloadPagesCount set to 1 to try to reduce wait time before seeing the first page of the document.
Time spent to render view is almost no different whether the parameter set to 1 or 0 .
P.S. before the test , I clear all the cache files under the cache folder which defined by groupdocs.viewer.cachePath.
Run mode:HTML based mode
Document consume method:URL TO FILE
groupdocs library:2.13.0

Seems that you are right , for current version of our GroupDocs.Viewer for Java library this parameter doesn't work . We have logged this problem in our issue tracking system as VIEWERJAVA-1078. Also we have linked this forum thread to the same issue and you will be notified here once this issue is resolved.

This feature is quite critical to whether viewer could be integrated or not.
