I would like to create a document that uses external data. The document is then sent to someone who has to populate some fields and sign the document. What is the proper workflow for this situation?

As for the workflow I have answered your in your another posts and as for the difference between forms and envelops - the main different is that the envelop can be sign only once and the user should be added as a collaborator to the envelop but the form can be signed unlimited number of times and by the any user which has your form URL (or if you embed it to your web page - all users who has access to the web page will be able to sign it).
