It seems that your app runs well. I have made a couple of adjustments and got no issues:

  1. Set target framework to .NET Framework 4.8
  2. Uninstalled GroupDocs.Viewer package
  3. Installed GropuDocs.Total 21.9 package

Updated sample app can be downloaded here.

We already purshased Aspose total product they refer this group doc viewer,

Now we want combine the viewer and annotaion in same viewer,

so we test in our side after we proceed.

It seems that you already have Viewer in vb.net (link. Unfortunately, we do not have Annotation demo in vb.net.
