It seems that your app runs well. I have made a couple of adjustments and got no issues:
- Set target framework to .NET Framework 4.8
- Uninstalled GroupDocs.Viewer package
- Installed GropuDocs.Total 21.9 package

We already purshased Aspose total product they refer this group doc viewer,
Now we want combine the viewer and annotaion in same viewer,
so we test in our side after we proceed.
Can you please clarify which license you’ve purchased GroupDocs Total or Aspose.Total?
Aspose.Total license can be used with Aspose products. In case you’re planning to use GroupDocs products you going to get GroupDocs license. Please contact our sales team Contact - About - aspose.com to handle the issue with your license.
It seems that you already have Viewer in vb.net (link. Unfortunately, we do not have Annotation demo in vb.net.
